INTELLIGENCE picked by Soireenews.com indicates that the current Marshal of Parliament, Brigadier General EK Commey has landed himself in an alleged double standard situation, which has completely violated the Article 193 clause 1 and 2 of the 1992 Constitution of Ghana.

The clause 1 under the Article 193 of the constitution stipulates that the President shall act in the accordance with the advise of the Public Service Commission to appoint public officer as the head of Civil Service.

The clause 2 says that subject to the provision to the constitution, the head of the civil service shall not hold any other public office, but in the case of Brigadier General EK Commey, he is working as a Marshal of Parliament.

The Marshal was appointed a General in February 2023, and holds the appointment as the Director General in the Inspector General Department of the Ghana Armed Forces.

Brigadier General EK Commey, was seconded to Parliament from the Ghana Armed Forces and appointed as the Marshal of Parliament for two years from June 2021, the first time ever for Parliament to appoint a serving military officer as a Marshal.

The Marshal who was a senior Colonel was promoted a General in February 2023, and holds the appointment as the Director General in the Inspector General Department of the Ghana Armed Forces. 

The Soireenews.com gathered that once you are on secondments, you can not run another public office, and that in the case of Brigadier General EK Commey holding the current Marshall position in Parliament and at the same time holding the appointment in Burma Camp of the GAF, an action which is contrary to the 1992 Constitution.

The report of Brigadier General EK Commey holding the two positions was greeted with mixed reaction as many Ghanaians who spoken with unanimous expressed shock that they couldn't understand why the parliament as a institution which enacted law would allow Brigadier General EK Commey to go contrary to the law of the land.
